Well, cruise drain is good in RP sense since King always told you "Give more power to the engines...Why should my engines eat 90% of my energy...

No I don't fly a cap, if that's what you're thinking.

The best would be this: It decreases until about 20% on cruise and then 1 sec after you jump outta cruise you get a 2 sec increased energy reg. rate?
Think about it - just before you pushed the exit cruise button a significant amount of energy entered transit to your engines, but you pushed the button and then what? That energy should be lost? No the reactor either stops giving engines power for 2 sec or that energy is given back to weapons.
