Probably something the faction should work on. Arigato.

But bribing one or two employees is not the same as bribing the entire administration board to harbor/refit Hogoshan vessels.

We're citizens, our credits are valid, and as long as we're not being chased by a ksp, i dont see why not.

Also, i have never pirated a kishiro as yarr. They are kusari citizens. Any discomfort you felt was purely on your end.

Also, hai zelot! We are now in the same state! For the next 22 hours.

This post is dedicated to Kanga's ideas on how the Kusari government and Navy should treat the Hogosha.

Quote:>Hogosha translates literally as "guardian" or "protector," reflecting the organization's rather romantic view held not only by its own members, but by a large portion of the Kusari population -- though by no means the majority. Far from protectors, the Hogosha are actually descendents of the organized crime syndicates that grow within the shadow of any sizable human society -- though the Hogosha have an oddly symbiotic relationship with both the government and Samura. </TEXT> Their political connections would make any serious attempt to dismantle them an embarrassment to Kusari as any number of secrets and deals that had been kept out of the public eye came to light. However, neither do the Hogosha have a free license to operate. Arrests of low-level Hogosha operators who flaunt their activities are frequent and help keep up appearances -- very important in Kusari. "Hard" crime, such as drug smuggling, is not tolerated. Individual opinions vary, but most police consider the Hogosha a necessary evil required for the smooth functioning of Kusari society. The government simply treats the Hogosha like any other large keiretsu. The Kusari population as a whole has a similar attitude: It is pointless to like or dislike the Hogosha; they are simply a fact of life.
Quote:We have problems with Hogosha stealing from the storage depots around this base. Narita is too small to store all of the cargo that is generated. The Hogosha are harmless, though -- just skimming a little bit from the Gaijin shippers.

Quote:It seems like the Hogosha always manage to steal shipments from the storage area before they are officially signed over to Samura. This port is too small. If it had proper storage, we wouldn't need to expose our goods to theft. It'€™s probably all part of Samura and the government's grand plan.

Quote:I am under orders to not pursue Hogosha unless they have been caught stealing from storage depots. It is strange how the rules are always changing with regards to the Hogosha. The GMG seems to dislike them very much, unlike former times.

Quote:The Hogosha don't really bother anyone in this system; they are usually just passing through. We can't divert manpower from the really dangerous criminals to see that Hogosha activity is one hundred percent legal. We let them slide a bit.

In that case, I wonder what the reaction will be if someone calls down a few dogs on these Hogosha. In other words - non-Kusari factions coming in with a heavily escorted convoy or such, destroying any Hogosha acting suspiciously on the way. It's not like the Hogosha can complain to the KSP if they've been involved in acts of piracy themselves.

Kusari may be a different culture, but a pirate is a pirate anywhere in Sirius as far as I'm concerned;)

No a pirate is not a pirate anywhere in Sirius. I can assure you the Kusari government has strict laws in force to limit the amount of firepower foreigners or "Gaijin" are allowed to bring into Kusari. Also, firing on a Hogosha for no cause, or because they are acting suspiciously is against the law in Kusari. It is an attack on a Kusari citizen, and we in the Kusari government do not take that lightly. You are more than welcome to check with those who came before you who tried that tactic, and see how it worked out for them.

Interesting. So you are saying the Kusari government will protect known pirates, that hit shipping supporting it's own economy? Makes me wonder how they are thinking to win this war against Bretonia if external supplies are freely assaulted.

That doesn't really explain why every time a Naval officer goes to question them they flee, especially if their operations are supposed to be backed under-the-table.

The players leading the factions in Kusari, feel it is important to let people play out the lore of Kusari as it should be. It would be very easy for the KNF or KSP to say, you pirate, you FR5, but that would completely destroy the roleplay of Kusari. We wont do that.

We have played this way for a long time, and you are welcome to try and mess it up, but I think it wont work, ask the CR, or USI, or really any group that has tried it.

Am I allowed to ask why an officer from a wing that is supposed to be super secret and all about studying the nomads is patrolling the Core Systems harassing simple Hogosha?

You mean after he insulted us, and his friend sundived, making them all the more suspicious? That was their fault more than ours.
