Actually, IDs are not meant to override each and every other rule, including inRP laws. I assume you are referring to this passage in the server rules?

They only override server-rules, not house laws. You are allowed to move your shiny WARship into Bethlehem, but you'd have to face consequences.

Until that happends, Zoners can land at zoner bases, wherever it is, whether it is inconvienient to some navies.

The Liberty Navy does not formally utilise Freeport 2 as a staging ground. Combat around the station can only be initiated pursuant to an existing fight started elsewhere (read: combat in Freeport NFZ in the pursuit of justice, treaty of Bethlehem). Treaty violations can be formally reported to Navy high command inrp, with sufficient evidence. Additionally or alternatively, request the Zoners to FR5 (see rules section 4) the offending vessels by sending the station administrator a Comms message with evidence. Bear in mind these are all roleplay consequences for actions taken inrp; no server rules have been broken.
Similarly, taking a Nephilim into Pennsylvania is permitted by server rules, but there will be roleplay repercussions for doing so. Most notable of those will be the destruction of your ship. Docking in Pennsylvania does not actually qualifyunder Liberty laws as passage through the House, as one leg of your journey terminates within House space .
