i agree with this idea. and balance it with a "startup time". Would make a great alternative to a cloak.
Mixed feelings on it. Could create interesting RP situations on one hand, but on the other encourage the prevailing "flee and incessantly taunt people because I'm afraid of dying at spacepixels" attitude that prevails on the server.
I like this idea. Maybe make powering down, and powering up take some time, not too long though, maybe 5-10 seconds. Also it should remove you from the radar, but not make you visible, so searching on your screen for ships can be viable, which could lead to interesting RP etc. And it should power down anything, except life support, from weaponry to shields, so you should have no energy, no regens, no engines, no lights.

A pirate approaching the mining field can't power down his ship, he needs to move to find you. The miners however, seeing a hostile contact approaching at 14K, can decide to hide behind an asteroid closeby, power down their engines, and hope the attacker won't find them and leave? (How cool is that? )
Combined with all the other possibilities this offers, I think it's a really nice idea, and a much more interesting and balanced one than cloaks, too.

I don't really agree with this part, though. Being found with a powered down snub, unable to move for 15 seconds, would pretty much leave you no chance for survival. If I misunderstood, and you mean a delay for powering down a ship, 15 seconds might be too much without making the function useless to hide in time in most cases. Once a pursuer has you in less than 10K scanner range and saw your position, he'll have no problem finding a ship that doesn't move.
