Yeah that's the thing, the ZOI is usually made up of what the official faction does or "where you can find the faction npc's + 1 system further away". It's a mess, but someone said it will be fixed on the new 4.87 ID's.
Gallic Junkers can go anywhere, but can only pirate outside of Gallia (within Gallia they are treated ok by lawfuls, giving you a wide range of stations to sell stuff you have looted) - it's a hugely powerful ID, but it seems like few people are very keen on their RP and choose to play something else instead.
Gaians are generally Bretonia-based, LWB are Rheinland-based, and FA are Kusari-based. I reckon their respective Official Faction sections here on the forum (for those of them that have an official faction) and Wiki pages will have more information, although it might be slightly outdated or incomplete.
If you go outside your ZOI you will typically be limited by not being allowed to pirate or engage hostiles, but can of course defend yourself.
I do think you are on the right track though by not just choosing Liberty and a Rogue or Indie Pirate ID - while it's fun, it's sort of like Conneticut without the positive spirit.

The best factions for pirating are the ones near where you can find trader activity.
Ergo, Rogues, Lane Hackers, Outcasts, Mollies and Independent Pirates (Who can go anywhere).

I don't want to play ''the obvious pirates''... I actually agree with the actions of the previously factions I named...
You could consider joining the FA or LWB Official Factions (I don't think there's a Gaian one anymore, but over the years there where some cool Gaian factions). To my knowledge from the recent encounters I had, both factions are good (and fairly active - at least they were).

@OP If you want to pirate with lots of friends, then Gaians/LWB/Farmers alliance are definitely NOT the way to go, as they're dead. Corsairs/Outcasts are probly the easiest pirates, as they have the biggest ZOIs (Aside maybe from Gallic Junkers) the most members, and can fly caps aswel.
