Dunno, 2 isn't really considered a threat, however they're still cruiser guns.
Ultimately, it's up to the house governments to enforce that rule.As leader of a Junker faction that is often against the odds and would sometimes really need a Junker cruiser, I'm against this idea.
A lot of junkering can be seen acting like house Zoners.
Ergo, I don't think a Junker cruiser would be a good idea as it'd just metamorphosize tthe Junker image into Zoner foolery.
Plus, what would house lawfuls say/do if they saw a Junker cruiser flying around?
Besides what on earth would Junkers need a cruiser for? Only reason I can think of is that Junkers who are fighting para-military forces or house law enforcement might be a bit too tough for them from time to time.
I am totally against the cruiser idea, it would make House military/other paramilitary pretty nervous and agitated around Junkers, knowing they have serious firepower on their hands. Not to mention that non-House military cruisers are banned from every House; where would you use them? Junkers are simply not that faction who needs them. You want more firepower? Hire a Rogue/Hessian/Molly/etc cruiser as backup/escort.
And ask/observe Lythrilux's group what Junkers are capable of when they have to fight.
Zoners... Well, no matter how peaceful they are, they live near the Nomads/Wilds, and they live in the harsh Edge Worlds, so it seems somewhat justified.
Personally, I'd love to see more unique hybrid class ships.
I think a large transport with some extra punch would be neither overpowered nor particularly illogical if done correctly, it should of course be huge and very slow, sort of like the Pilgrim, and the amount of cruiser turrets should be highly limited. Something like this.

That's an inrp problem rather than a balance issue. Sure, house governments would probably ban it - except maybe Rheinland which has very tolerant ship-related laws.
But so what? Would simply provide another reasonable disadvantage.
Well it shouldn't have a CD, much like the Salvager doesn't.
And what difference would make? You'd still be better off in a smaller transports with ridiculously powerful Charons.
Pirates already have a ship class with extremely powerful turrets for pirating. They're called transports.
The 3900 cargo is not very different from the Pilgrim's 3600.
If a new transport is implemented for Junkers, I'd say give it a proper capacity, like 4300-4500, as Junkers are more about hauling than fighting.
Other: I think if it is to be a hybrid, GB turrets would be enough, as they significantly more powerful than the transport turrets; a battletransport-like vessel with GB turrets and a normal core could take on a gunboat, right? But if it is too OP, all pirates will use it for cargo pirating, and Houses will ban them.
In my opinion, cruiser turrets would be too OP for a transport in any way. Those are military stuff, and leave them to the military.

No, it absolutely could not. Keep in mind that in turretsteering fights, turn rate and particularly size are FAR more relevant than number of turrets or armor.
Given equal types of guns, an average-sized gunboat could simply hover around in that band of range when it can hit a battletransport-sized target, but not the other way around, taking very little damage.
The same logic applies to small transports vs large transports, which is why a small transport can beat a large transport easily.
I'm wondering why junkers need something stronger than a HAU8 salvager...
They dont have powerfull enemies, most of unlawful factions ignore them, lawful forces ignore them. If a junker avoid to enter into Kusari he will get a peacefull life, without the need to shoot a single shot.
