If they're doing nothing a pirate can't roleplay, because being silent and acting like a confused one, isnt roleplay just something what will end with a blue message. Sure, defining something isnt an easy thing, but if I compare it, with this:

Since pirates can't attack a trader without a word (aka. mute or doesnt want to speak), I think the situation is the same. Without any kind of roleplay, how can they act as a trader? They are nothing more just a floating object what is shown on the scanner...

Well the trader can't attack the pirate without a word either, at least as long as the pirate hasn't said anyhting. RP is only required from one party before combat

It is becoming quite popular type of character these days it seems. Muted spaceship pilots and captains everywhere. That training program for disabled people works really great.

Regardless of do we like that or not, silence is a valid form of roleplay from trader's side.

Markus Janus has a point though about "// kill me it's cheaper" folks, imo those those should be sanctioned.

While I understand the frustration with silent traders, there really is no problem with it.
Being silent is a perfectly valid form of RP from the one that does not initiate the engagement.
After all there is no requirement for a capship to answer back before combat is initiated by a group of bombers, or would you rather the rules were changed so that you had to wait for two sided RP before engaging?

The OoRP "// Kill me it is cheaper" trader is not the same as the silent trader.
Even the first is not a problem if done in RP and is easy enough to do.
If the price is high enough to warrant that response then that response is the one you should expect.

Okhai, it looks like we missed the point somewhere, or just my language skills lacks me to be clear.

First of all:

The main problem, that (most of) traders think novadays, that pirates are nothing more just people who are on the server to destroy others fun. As somebody who prefer the unlawfull side of this game I can tell, that piracy isnt for money or to gain blue messages. Piracy is just another side of roleplay what based on forcing people to do something, what they dont want to do. I have been here for 5-6 years, so I have more than enough money and got more than enough blue messages, so these things doesnt care me. I'm playing unlawfull characters to get some fun, while roleplaying here.

The main problem:

Most of traders think that roleplaying a trader is nothing much, just docking somewhere to buy some stuff, than flying somewhere and selling stuff. Its a bullsh*t. Roleplaying a trader is just another side of this game, what need to have skills to roleplay a character. Sure, there can be mute/deaf characters, but that isnt a problem, to write something what could be a start, to roleplay with it. Being mute and waiting for the miracle, or just spamming lawfull forces via private/oorp messages about the pirate and asking for their help isnt a roleplay, what can be enjoyable for the pirate.

Tell me, how can I roleplay with something what do nothing? Most of traders have disgusting behaviour against pirates. I had hundreds of encounters, when traders were mute and the only one reaction was from their side, shooting back when I started to drain their shields. Another part of them is the "I dont have time for this, so how much will it be" or "Dont waste my time, what do you want" guys, who cant let me to roleplay, since I feel myself as a trash, because I was brave enough to stop them during their moneymaking trip.

Summary:

My problem is only one thing. I cant enjoy my time here while playing with people who cant handle pirates as a roleplay character and cant give them the minimal respect/chance to talk with.

As I said before: How can I roleplay with somebody who dont give me a chance to do anything else, than killing him/report him?

Sure, this isnt a one-side problem, but if anybody tried to roleplay a pirate could tell you, that this part of the game is the worst by this viewpoint.

I have an even better rule idea:

1.0 Don't do bad things.

I also think the real problem for pirates is that only new people are trading anymore.

People that are here longer don't need to trade anymore because they don't want to buy new cap ship, dont spend a lot on snubs, already have more money than they will ever need, or have other sources of income such as pirating NPCs, or high pay missions.

I think silence can be taken as a sign that the trader denies the piracy doesn't want to pay which gives the pirate legitimacy over attacking him.
