I understand what you're getting at. I guess I'm leaning toward a bigger range rather than just 1 class (freighters) for these "Heavy Docking Modules" (and some bigger ships already have slots called that, so you should be able to specify which ships can equip them - in your case, liners) so that they offer more flexibility and demand rather than forcing users to choose between either snubs or freighters. Why not both? Would make sense for a large docking bay to house ships of a certain size and smaller, right? All the other details you mention should be tweakable for this different type of module.

I thought light dm would be able to dock 1 snub while heavy can dock Gunboat or 4 Snubs

Correct, but there are "Carrier Bay" and "Heavy Carrier Bay" slots on bigger ships as seen here (on a Liberty Carrier):

However, I haven't been able to interpret how the actual hardpoints work or differ just from looking at shiparch. Expanding on the idea, it might make sense to have these module slots on more than just liners.

there is only the snub modul at the moment
i want to establish a new docking modul which allows snubs and freighter (class2) and use 1-1.5k space of a liner (liners only)

Why would it use so much cargo space though? The largest ships that can use the current model have 275 cargo already, and the module only takes up 5 cargo space. Makes no sense for it to take up two hundred or more times as much space for only twice the cargo capacity of the ship.

Before 87 btw, the largest ship you could dock was the Bottlenose. Good times.

the use of cargo of the modul is from my side just an offer to discuss about
and 5 units diffrence between ship cargo and cargo used by the modul is in my eyes to less, but this is only my opinion
