all i can say is that you certainly must play the SP campaign again and again until you finally notice who the order made friends with. They have agents everywhere. And even if somehow miraculously the order dudes didn't infiltrate one of the most outstanding factions in Sirius, the IMG would still come to them.
They operate with the albatross class vessels in the omicron systems, and judging by the giant amount of nomad population there it wouldn't surprise me if the order helped IMG and the other way around.

It's exchange of Tech. Order had some better tech, Corsairs had something Order didn't.
