The problem here is that you think junkers are a single entity, like a house corporation or a military organization. They're not.
Junkers are a collection of independent, quasilegal ship captains held together by a roughly unified sense of business. Every junker captain is independent of the faction as a whole. There is no heirarchy or chain of command (at least not outside of the 'official faction' junkers). Junker bases are seperate entities and have no direction relation to each junker vessel operating from that base aside from the fact that it's a berthing point for those ships.
Responsibility for the actions of a junker come down to that captain and his ship, not the faction as a whole. One junker gets caught, it's all on him. There's no legal basis for a house government to take action against the entire group because one independent captain was caught smuggling or pirating.

because that would ruin the game and fun lol. Fr5 is a sanction. Why punish ?
