The encounter you mention jack was priorly to the one this is about. You told me my mistake and I am certain that when i have talked with you i changed my id to freelancer. I did bounty one or 2 times as a junker before this sanction. I listened and moved on. It is not a reason for this sanction to pass trough on OLD and 2 different encounters.

Seem to have some silent changes in the Bounty hunting rules. Some i was not aware of before this. One is:

2. All faction IDs are allowed to claim bounties within their zone of influence. Generic IDs are only allowed to claim bounties if clearly specified in the ID description.
Before i remember all factions could claim a bounty on their id and even outside a zone of influence.
I hope you are now not finding excuses to get your own glory with a sanction and justification for me hunting your faction members?

There is a difference between claiming a bounty, and hunting for one.
As in, if you as a Junker get in a brawl with a Xeno, and you end up killing him within your ZOI, you can claim a bounty should one have been placed on Xenos.
You cannot though HUNT for bounties.
tl;dr - "- Can fulfill any bounty and escort contracts" - If an ID has that line, you can hunt for bounties. If not, you can only claim them in your ZOI if your interaction results in shooting, and you end up killing said ship.
