I'd disagree. At least for most cases. Factions asking for expanded ZoI in that thread are doing so with RP justification (which is actually the basis for ZoI expansion perks). Or it's to remedy an error that proves detrimental to their activity or lore. Faction perks should be used for additions, not for trying to fix problems that honestly should be done via a Player request (but the staff can be very picky if it's not labelled as a perk). Hence why in my opinion it's entirely suitable for people to be proposing IDs to fix aforementioned problems.
Of course, it's the staff who decide at the end of the day what floats and what doesn't.

I agree, but it becomes complex to apply in game since for smuggling you have to know the status of all commodities in every Sirius region.

Originating from the formerly institutionalised masses of Houston, the Guild has managed to spread its business all across Liberty, Bretonia, Kusari and Rheinland. In regards to Gallia, the BHG treat the Council as the legal governing body, and the GRN as unlawful tyrants. A large number of bounty hunters are ex-criminals. All unlawfuls treat the Bounty Hunters as enemies.
The pilot carrying this lawful ID is a member of the Bounty Hunters Guild who:
Is allowed to do the following anywhere:
-Can trade
-Can defend itself, ships and bases of the same affiliation, and allied ships
Is allowed to do the following within their Zone of Influence: -Can fulfill lawful or Council bounty and escort contracts
-Can treat transports as combat targets when executing a bounty or escort contract against them
-Can engage any unlawful ships. Unbountied transports with more than 4,300 cargo are exempted from this
Is not allowed to do the following:
-Cannot fulfill unlawful or Gallic lawful bounty and escort contracts
-Cannot use any transports with more than 4,300 cargo
-Cannot participate in unlawful actions except as described above
The Unione Corse is a highly organized quasi-lawful criminal syndicate within Gallia which focuses on smuggling and controlling the black market in Gallia while operating primarily legal trade to cover its tracks. The Corse also do mercenary work for many groups, and are rumored to pirate hostile groups but generally do not attack targets inside Gallia. They are rumored to control the distribution of the Nox narcotic and production of Hypnotainment Bands, which are illegal in Gallia and Kusari. They are most closely allied with the Maquis and Gallic Brigands.

I don't believe it would be appropriate to have any faction with the capability to outdo the Bounty Hunters Guild in terms of bounty hunting allowances. UC is just one of the (maybe the only one proposed) situations.

The thing is, the UC are Gallia's BHG, even lawful-wise.
Right, but UC taking bounties in Rheinland or Liberty is a bit odd.
Especially when on the reverse side with the current proposals BHG cant actually take bounties outside of its incredibly specific ZOI. I'll be suggesting changes for both most likely, it's just p weird to note.
