If they chase you, then it's allowed. Lets say your ships go in, attack, then thruster to a JH. If the fleet follows into the next system, then you can turn around and blast 'em with your buddies.

Nope. You're trying way too damn hard there.
1. If you die you cannot reengage in any system for 4 hours unless in self defence.
However, when you haven't been killed, and simply fled, the rule is simply:
2. If you flee, you cannot reenter the system your enemy was, for 4 hours, unless he leaves the system.
So if you attack in 23, flee, and you go to 37, if you meet your attackers in 37 or Alpha, or if they go to 44, and you meet them in 23 again, you're allowed to engage them again.
Simple as that. That's why it's always better to retreat than to die, because you get another chance in another system.
