The only reason we decided to give this gun 16.67 refire is that the number of them used on any ship is highly limited. While SHFs are an exception, every other ship can only ever mount one, which makes the Maxim no more demanding than, say, an 8.33-equipped Sabre is more demanding than an 8.33 Guardian as it has one extra gun firing.
