That's because Kusari was not forced to fight Liberty or Rheinland as they lost entire fleet (which in 824 A.S. should be rebuilt with help of Rheinland) and had hub-like role between Taus and Rheinland. Bretonia? It's on the verge of Sirius and can be easily flew around via Baffin-Coronado corridor.
Given such a situation, explained by lore of Bretonians tired of constant fear of death, changing sides would be very good because it wouldn't be the internal civil war only - as Kusari suffers from lack of intervention from outside.
But that's just my own opinion.
Don't discredit that Rheinland recently lost a war with Liberty, and lost Dresden to their own internal conflict with the Hessians. I doubt they'd have time to assist in rebuilding a foreign nation's navy while struggling to maintain their own.
That I overseen, more or less being aware of that. I'm just speaking on what's written on in-game infocards, which clearly state that Rheinland and Kusari had been rebuilding KNF since 818 A.S. But even without Rheinland help, five years is enough time to rebuild fleets using three (with fourth most likely leased from IC) shipyards. As for Kusari Civil War, as far as I know, nothing heavier had been used because Exiles do not really have much of a fleet and rely on lighter stuff, such as snubs and gunboats.
Just few clarifications (because recent discussions here and there showed that there is inaccurate idea about state of Rheinland in the community)

Actually it´s was draw, not a defeat. Nothing was lost in the end on both sides, they were just unable to win or gain anything.

It is result of many factors. Of course war with Liberty was one of the major ones, however also setup of the system plays its role (Hessians can not win in open field against RM, but in Dresden they can effectively hide in vast clouds and asteorid fields and attack from them). That´s why now situation is stalemate there. And another factor is that Rheinland does not really have even reason to invest assets on fighting back in Dresden after end of the war because it has very low value both strategically (it is just a dead end) and industrially (mining fields are depleted).

Rheinland (or precisely, its corporations) could assist in rebuilding a foreign navy (and even did, there is for example old roleplay somewhere about first manufactured Kusari battleship leaving Oder Shipyard, there was even mini-event ingame) and after end of the war can even more, because there are free capacities to do so. Main problem why house couldn´t use them for its own military was lack of money. It´s not government or military who manufacture ships, it´s DHC mainly (with some minor additions by RS at Alster Shipyard). And they may be helping the government/military as much as they want, but their workers still won´t work for free and materials have to to be paid. But free shipbuilding capacities were available there for quite some time.
