^this. I was actually working on this a while back, think I still have the files for it somewhere. The Brigand Bot that is in most servers also has integrated functionality for reporting when specified players reach over a certain number. It's controlled by a db, so pretty much every part of it is configurable as well. It's rudimentary, and more acted as a proof of concept for the other project that I never finished.
If there is demand among Discord users, I'll finish it this weekend and get in a state that is more user friendly.

No. Shadowlogging has been seen by the administration as unenforcable and overall the concept of whining over it as negative as seen here:

The problem remain the same as always. There is no reason to blame programs, what is to blame is how people use them.
Server Watcher and some other programs have been extensively used to harass targeted players in the past, one of the most notable cases was Doj and SMI. SMI could not log for two minutes before Doj would show up and kill him with ships placed all over sirius to ensure minimal travel time. It has by far not been the sole case of similar behavior.
So really, you're free to make whatever you want. Just be mindful of whom you give such tools.
