Thank you Koord. Now we can have some decent role play without having some guy saying, "initiating cloaking device" and then F1 and gone.
I remember an encounter where many of us were chasing someone (to remain nameless) ... he got trapped in a dead end system ... we had all exits covered ... no dockable planets or bases. Then we got that "cloaking" message and he was gone.
Well, since every faction is now at war with each other basicly or hostile to some, why not increase the hostility of NPC's a bit. It may not solve that 100% full issues due to no spawning, but still, it may cool down the server when there are 180 people, half idling.
For example, unless the server is uber full, you cannot idle more than 20-25 seconds at one place in Omicron Minor, it is very probable that 5-10 NPC ships will blow you to space dust in 10 seconds. There are some systems where you can feel uber safe, we can remove that feeling.
For example, before 4.85, in Unknown (now 92) system, you never got any Nomad spawns, so it was possible to sit still there and go jogging (I never did though lol), now if you stand still and write 3-4 lines of messages, some Assassins will show up to blow you off. And you cannot escape that easily since they have CD stuff on board as well.
People logging out in space isn't the problem, because at least a slot gets opened up. People staying in space or docking on a base and going afk (i mean away from keyboard, not a free kill) for longer then two minutes shouldn't be allowed.
I think 2 minutes should be the acceptable point of this matter, any longer and your getting abit selfish.

2 minutes is not enough time if you're actually doing something on the station. Just because you're docked for along time doesn't mean you're not busy buying, selling, upgrading, getting a job or catching up on the intel.
When I need to get away from the game immediately, I just Alt-F4. This does not include character interaction; where I either excuse myself or in the case of combat, let myself be killed with a "Critical systems failure! The core's overloading, abandon ship!" message and drifting into EK.
Those that simply go AFK in space can and should be mowed down with impunity.
