But I can give you an example:

helium with newbies. All they were doing was mining and chatting

is good. But I think he did more harm to the server then anyone around.
And always when I see someone with such a tag, I really wonder what he
is doing. The server rules are very clear: Names must be in role play.
I wouldn't think it would be open to every Tom, Dick, and Harry. Either have some staff vetting before being "assigned" such a role or be recommended for it by other community members - essentially let folks act as "Angels" without having to log a specific faction ship OORP. If you're busy doing something else, pewing, pirating, being pewed, being pirated, simply decline in PM or say you'll get back to them. Nothing can keep folks from getting rope-a-doped into bad RP examples unless there are some alternatives presented.

I would be better if we could have something inRP around Pennsylvania.
Just a job agency or something, that provides some simple tasks for some credits.
Such an agency could be sponsored by official factions, who also can think about
what jobs they provide.
And then answering questions when they arise.
As a former Angel I believe that Angels lived their usefulness and the player count does not warrant a need for a specialized ingame "helpdesk" ground anymore.
Some people have irrational fear of people abusing some specific admin-granted commands that Angels used that by itself are not that disruptive. Not to mention intentional, malicious abuse would see their privileges removed as fast as they were granted and quite possibly removed their entire persona from this community by harshest bans available.
