Description: adding new docking permissions based on IFF.
adding new commands /base addfac, /base rmfac, /base lstfac, /base myfac
they make possible to add as friendly or hostile a whole faction by their IFF
this changes their docking permissions and friendly/hostile attitude to base
Example: You are lets say... Samura base in Bretonia with defense mod not allowing to dock anyone unless added to friendly tags. You wrote /myfac, saw necessary IFFnumbers and added to your POB through /addfac IFFnumbers. For some reason you added all Bretonia lawfuls, transporting companies and kusarian companies. They can all dock now, if they have active IFF matching the one you added. Official and indies both added to be friendly and able to dock your base.
Or lets say, you have Molly base in Dublin. With a quick command, all official and indie mollies become friendly and able to dock your base.
