I think raising awareness of it may help a little as well. I think most of the problems are due to people not knowing the rules of this community so well, and the level of engagement expected of any player. I would bet it is much higher here than almost any other server.

As one of the most active Order| players, I try to inform any and all new players, Order| or indie alike regarding PvP, Server, RP and faction rules all the time but, as you know it already, since there are no direct consequences of not listening to what others say when you are an indie, it happens in Order space as well.
If you have any idea of how to correct that part, other things can be resolved within the Order| part whenever it happens.
I met with some of the best RP and PVP indies in Order space within the last 3 months, and I also met with some of the worst as well. The later are higher in numbers sadly.
And a last note, some players are truely eagering to learn the basics and I appreciate it. Actually I will give a 2-3 hour long RP lesson today if there are people online when I come.
EDIT: And about yesterday's OORP madness and RP epic fail, I talked with Swiss as well, sometimes I even saw better RP at Diablo 2 -> Battle.net to be sincere. Hopefuly, it will be resolved in time.
*sigh* I'm usually quite active within the order - unfortunatley only during times which barely anybody is on. Some people I have met are indeed bad at RP (me included in that, but I think Im good enough to be within the rules) - But I can honestly say the majourity of them are very good at RP and that the occasions of which there are heavy OORP should be quickly and swiftly dealt with - not continuously whining about the same thing over and over for days, weeks etc. If it continues, sure you can complain - but at the moment, all we need is some encouragement from those who can Rp.
Seriously - I'm not intending for this to be taken facetiously or as a joke, that's just part of the fun and enjoyment that we run into. I'm almost thinking that these things must run in cycles. First its hunters that get the newby influx. Then it's the Corsairs. Then it's the Order. So chances are next month we'll see a new influx of hunter idiocy again.
Keeping that in mind - can we all agree to get along as factions when the newbs come in with their spanking new ships and irritate the hell out of all of us?
We're going to see lots more BHG invasions soon. In light of that, its important to establish on our side (and, on their side too, but I'm not a BHG..) that just because -they- do something, we shouldn't do the same. Because the Keepers, or the BHG, capganked a fighter yesterday, that is not an excuse for us to do it.
Its really disturbing when people want to 'get them back', especially when the person they're getting isn't the same person...
People feel the need to get people back when they feel they've been wronged. So, this revenge ganking, people -know- it will make other people feel bad, thats the whole point. Aren't we better than that?
