Just to clarify, does this mean only for the kills or does this include the trading bonuses as well? Most of my smugglers traders are Freelancer Tagged and ID'ed.

Freelancers may participate, as well as any other faction, however any kills they get won’t be counted by the tracker, nor will a bonus be awarded. You might have a good chance of getting hired though, since the payouts for the trade event will be higher than normal.
The trading bonuses are for the six unlawful groups only.

Isn't necessary, you can defend your transports of the same ID in anything smaller than a cruiser by server rules without ZOI required

Oh yes. Thx for reminding me. ZOI for all Unlawfuls is extended into Liberty for the duration of the event. I will update the OP.
Whew boy, I don't see this ending well. Smuggling battleships incoming.
Remember this is primarily a freighter event. You will have considerable difficulty docking your battleship on the Manhattan landing site
Yeah, add LN to the event, please. If the issue is Battleships camping the sellpoint add Rogues too so they can help counter them with bombers and cruisers.
And then maybe add Xenos allied to Corsairs too, to balance the Rogues-Outcasts alliance?

The event centers around freighter usage primarily. If I had LPI only, I think the event would be too easy for the smugglers. If it involved all the Navy, they would just park their caps at the dock and shoot anything that moves, making it too hard for the smugglers. I tried to find a balance. It may be all for nought anyways, since I can’t really stop LN from participating in the event just as I’m not really keen on babysitting this event to make sure unlawfuls don’t fly caps into Liberty and turn NY into a great big ball of fire. So, long story short, I want to encourage LPI to participate, and if I rewarded LN with kill and credit points, nobody would fly LPI. Therefore, it may turn into cap hell in NY over the weekend, but freighters will get one heck of a stress test, the LPI will get filthy rich and freighter purchases will go through the roof.

I feel this is an oversight, though maybe I'm a bit biased. Points and money for kills, I'm okay with not earning anything for that, but the bonuses for the smuggling should be open to Freelancers as well. Not all smugglers are tagged unlawful. Many are Freelancers to more easily remain incognito.
I understand though. Thanks for the answer. Good luck to those factions on the list. May the best one win.

I mean, I understand the idea of avoiding LN because full Solaris carriers. I just have acute memories of LPI with battlecruisers.

Last(very recent) Liberty smuggle event sell point was literally camped by a LSF SRP anti small stuff Carrier and missile Bcs.
Both LPI and Navy were included and were not the problem.
