Corporate rivalry is corporates business, Military have nothing to do running around haunting neighboring house corporations. Weird that it even needs explanation.

Having reviewed the prices, we've concluded that for a recurring type of trade event, the profit margins currently are a little excessive. In addition, I found some time to rebuild the new price overrides based on 5.1's more fleshed-out economy, including fences. We will be deploying the newly updated prices momentarily. Overrides will be applied more generously across the board resulting in many more viable fence locations as well.

I doubt this line touches rule 2.3 - otherwise you wouldn't be able to shoot them in self-defense.
Neither the LN/LPI nor the KNF/KSP have a reason to shoot other-house-corps (no claims of ore, no outlawing in the respective house laws) and thus the line is needless.

That's what you would think but such engagements were already a precedent during the Omega 7 event, where Military ships assisted their House corporations in what clearly isn't their business to prode their nose into, so apparently, some people need to be reminded of it through staff interference.
