This is just my idea, but it's possible that the ships were simply destroyed. I'm not really all that well versed in Freelancer law, but it's possible the other sleeper ships either didn't make it through the Coalition blockade, were destroyed before they could launch, instead went to another sector or suffered malfucntions along the way to Sirius. Who knows, there might be a Planet Sydney floating out there in space!

Malta is very close to Italy though. Also, if you examine the Outcasts' form of government, it closely mimics the governemts of the city-states in Renaissance Italy. I think that Igiss may think there were Italians on the Hispania.
If you ask me, the Outcasts were made up of the Spanish, southern French, and Italians while the Corsairs were made up of the Spanish, Greek, Pacific Islanders (notice Planets Nauru and Tuvalu in Omicron Delta), and possibly North Africans (notice Planet Tangiers in Omega-47).

Of course, it is quite possible that after the Portuguese and Italian (if that's what the countries were) were destroyed, they left on the Hispania while the French took their own route. If Portugal and Italian had the other 2 ships, then Australia probably went on the Bretonia.

Being close isn't good enough, I'm afraid. If the Italians were on board, you'd have Italian bases, names, et cetera. The only thing closely resembling anything Italian are some Corsair ship names, which have a Roman feel.
And in vanilla, there was nowhere near enough detail to suggest what the Outcast government was like. The only conjecture that can be made is that it may be similar to the likes of Columbia and other Latin American nations that were engaged in the cocaine trade.
