You do not need to obey the laws set down by the houses. In your case, you can blockade run between Liberty and Rheinland (and back again...) if you wish, but if you get caught, make sure you have a contingency plan. I shouldn't be saying that as one of the people who wrote that list of embargo laws, but... well, I'll be on your case if I catch you.
However, your attitude is something quite rare around here these days, so I hope you flourish here, Risiko. This place is notoriously unfriendly to new people, so I hope you manage to weather the storm.

Anything from the RP subforums is an RP thing and not a server rule. You are free to RP through it (possibly with your guns), and they are free to RP back (possibly with their guns). 'tis the whole idea of an RP server, and for the most part it works.
The only things that restrict you a la server rules are the actual server rules. If it isn't in there, and it isn't said by an admin, it's RP (or opinion, depending on where) and should be treated as such. If an LPI tells you that "You can't go through that jumpgate [to Bering] with that cargo", that doesn't mean that you literally can't, or that the admins will hammer you for it. It means that doing so is quite likely to get on the LPI's unfriendly side, and depending on how much they decide to fill out paperwork that day, you may return to Liberty to find a lot of guns pointed at you. Which is just fine and peachy, and the way it should be.

Where do you find bounties; are they here in toe forums somewhere or from the bars on various stations?

I have not done much to alter the default faction reps, so I guess I am playing as a lawful. Does that mean if I see rogues attacking someone I am obligated to help? I usually try to race by and not get attacked myself.
I have persuaded a few friends to try Discovery. We will probably all just play in a group. Do we need to make some sort of faction to do that, or can we just all have freelancer IDs?

I'll add my agreement wth what Seth said - you sound very much like someone who will, if you stick with it, become a valuable and responsible member of our community here.
Some of the others have metioned answers. The key is to not violate the server rules,which are found here. All the rest is gravy. For example, The Laws of Sirius are house laws. They are NOT server rules. Feel free to break and/or disregard the law at your own whim. Of course, also be prepared to have things happen to you in game for breaking the law. For example, if you were to blow up several Rhienland ships, that would irritate the Rhienlanders - but make you a hero in Liberty.
Pay VERY close attention to the ID's. There is a whole thread and external links here about that. You don't have to read the whole thread - but do click on the first post by Kuraine that has both the regular and Guard ID's. That way you can see what you can and can't do, depending upon your ID.
If you're playing as a freelancer - you're really not obligated to do much of anything. You're free to help someone that you see being pirated if you so choose to do so. But basically if you want to just watch the mugging, go right ahead and watch.
As for existing factions already, here's the list of official factions. Some of them have highly restricted membership. Others of them - just make a name for a character with the appropriate prefix/suffix, and you're good to go. One of the reasons we have faction identifiers is that it becomes easier to add everyone to your group chat, without having to actually have to type an entire name. For example, say I get on the server and I find I need help with pirates. I just type in '/fi BHG|' and a group invitation is immediately sent to any members of the Bounty Hunters Guild and Guild Core. (That's another reason why the use of certain letters in unofficial factions is prohibited, too.)
Please feel free to look me up in game if you have any questions. If I'm not in combat, I'll try to help. One key thing is to remember that you are NOT limited to only 5 characters total. Using Freelancer Account Manager, you can have 5 characters for EACH account you set up. Right now between my personal and shared accounts (where other members of my faction also have access to the account), I have 9 accounts with 18 different characters. (Okay, 5 of them are single bank/shared ship accounts, but still - and compared to some people, that's not very many at all.)
