Im not too sure about this, as from reading some of the news stories and such like, it seems that Liberty is thought to be not far from the brink of a millitary dictatorship. Also, from the roumers of what the LSF and LN have done to humans and nomads in alaska, it seems that they care little for human lives and therefore to me it doesnt seem too far fetched to think that they would send those who are going to be executed anyway, into battle as cannon-fodder.

The fact that these mad criminals fight for liberty, is that no one else wants them (like hunters for recruit or LPI for work) and now they got a surgical inplanted bomb in them and are forced to serve in the penal division.
