The funny thing you can see after calculating damage per second is that the two most powerful per shot class 9 weapons (The two Plasma cannons with a ROF of 2 shots per second.) are pretty much the one that use the less energy per second. By example, the Magma Hammer is one of three weapons that use under 400 energy per second and its a Plasma Cannon that is supposed to be extremely energy inneficient.
Also, the Carbine II price need revision. Its significantly lower than other.

There will always be a 'worst' weapon in the game, regardless of balance. It makes more sense to me that a Civilian weapon is weaker than a military grade weapon...
Anybody sees normal that Liberty Weapons have lower stats than Xeno & Rogue weapons ?
Is it normal the all the economic power, all the scientists in Manhattan cannot come up with something with at least the same power as the poor Xenos and Rogues ?
Seriously......Could they at least have same stats ?
The balance between the Wyrm 2 and the Kraken 2 is strange.
The Kraken 2 does more DPS, uses less energy and has a higher refire rate than the Wyrm 2.
The Wyrm 2 could do with a smidge less energy usage, and the Kraken 2 could do with its energy usage being upped a bit, since low refire weapons are supposed to be more efficient than their more spammy high-refire counterparts.
By the by, what happened with the Ultra Sunrail? Less range, speed and damage than the Kraken 2, 70 more energy required per second. ???

Yes, but this appears to have been done by design, and has the irritating side-effect of noticeably weakening corporate ships and independent freelancers and mercs.
While it makes sense in-RP, it doesn't exactly contribute to making things fun. "Oh, hey, I'm stuck with crappier equipment than you, how about that?" Liberty lawfuls certainly didn't like it in 4.84, and I'd bet those affected this time are less than pleased.
