When a pirate does that, next time he tries pirating you, just run. Since he kills you after payment, he gains that reputation. When you do what he does, you lose more money than you gain from it. If you never pay him and he gets a whole 63 diamonds or whatever, he will soon find himself making measly amounts of money, and regret his decision.

The pirate who asked for payment after already being payed was wrong I believe, but perhaps a revision of the rules stating what the minimum grace period before payments should be, say 24 hours, or once per cargo run, something like that.
Seriously, if you are out there trading, you are eventually going to run into them at some point.
The Pirate who you payed that followed you into the next system and did it again... that's just wrong and they will pay for it in the long run.
They will start to find that when they come on, Traders will start to vanish and fighters will start to come after them.... all the time.
The same thing goes for Pirates who hit somone every time they do a trade run, I mean who is going to continue to do a specific trade run when they *know* a Pirate is going to bail them up and ask for money?

I had a small thing happen to me today. I was flying as Rouges Ashtonhurst and I tried to pirate a guy name Templar Knight. I chased him for mabey 10 min before he finaly 'gave in' and agreed to pay me 3 million credits.
However, when He opened the trade menu, he shot me as I was sitting there, unable to do anything. Something like this needs to have some sort of Punishment. I died before I was able to take a screen shot, so sorry about that bit.
