To me it looks like you used Jasc Paintshop Pro, spammed the image with the picture tube lightning effect, applied an image effect, looks to be kolidoscope or something, then used the 'change to target' brush to mix up the colours. Then you used the polkadot picture tube to add those dots, and some kind of blur effect. The following two pictures are just edits of the first...
First thing I'd recommend is getting Photoshop. It's far -- far better than Paintshop Pro for things like this.
I don't think it's the program that matters that much, in this case.
It's the critical thinking and technical graphics skills that are letting him down.
Reliance on filters and automatic-ness instead of
figuring things out himself/reading manuals/doing research is the problem.

You've never used Paintshop Pro, have you? It's a horrific program. I was so happy the day I downloaded Photoshop...
The program its' self if simply not capeable of producing graphical work like that. It's basically an advanced version of MS Paint. The key to creating star fields and nebula is randomness... something that's just not capeable in Paintshop. And if it is, it's far easier to do with Photoshop anyway.
Once he gets his hands on a better program, then the learning progress can begin.

Getting Photoshop/Paint.net/Gimp is a good idea, however, it's the lack of knowledge,
that is letting MasterZergGoo down for the majority.
No new program can help that.

Masternerdguy: It's not the program that'll help you, (although I too suggest you get something other than Paint Shop Pro; At the very least get Gimp or Inkscape,) The thing that'll help you the most in the longrun is you need to upgrade your graphics skills, and observation.
Either that get someone to do visual stuff for you.
