I have to tell you though that the issue of human labour is more...complicated for us now.
You see with the development of our facilities in Okinawa, we have a voracious appetite for labour to work in our mining facilities. With such a financial boon comes opportunities for conduct both fair and foul.
And there is a saying for living with the Guild, actually I have to thank a Libertonian trader for providing me the best translation for it:
"There is no such thing as a free lunch in the Guild!"
At the present time, liberated slaves are taken to Isehara Terraforming Platform. As you know it can take weeks or even months to repatriate a former slave. During this time, like everyone else, they work for their food, lodging, and oxygen.
This in itself I have no issue with. We source labour from a number of sources. We bring in refugees from the Taus, some Bretonian PoWs are sent to us (and thus kept out of the tender mercies of the KNF), as well as contract labour.
My issue is that I feel we do not have the necessary expertise to handle some of our more troubled 'guests'. We are finding some former slaves are turning up again on slave ships AFTER they have been released.
Worse still, some guests with serious mental health issues are slipping through the cracks, and being incarcerated in higher security work camps because they are being deemed a risk to others. I have no doubt that some of our less scrupulous Guild businessmen are exploiting this to pad out their workgroups with cheap labour. Such is the economic imperative at this time that this issue could get out of hand...
What I am looking to establish with you and your group is your cooperation. I want the ZAS to assist the GMG in the liberation and transportation of refugees and slaves into Okinawa.
This would allow you to monitor the rehabilitation of these people and make reports to the Guild Masters.
It will help me to identify individuals that might be more at risk of falling through the cracks, and ensure that these individuals are less likely to be abused.
Eventually, we hope to establish a more permanent repatriation scheme, whereby people leave Okinawa as Passengers. In the short-term, I am sure you could find a number of commodities you can take back home.

It is 11.00 a.m. Honshu Local time when a rugged and battered Griffin light fighter sets down at the dark and scorched bottom of hangar bay three of Aomori Station. The cockpit opens with a fizzling noise and a young woman, she might be at the end of her twenties, with flowing dark hair in a tight flight overall climbs down the ladder which has been brought by the stations ground personnel. She is small, almost as small as the average Kusari she passes while walking down the corridor to the stations recepton centre, exchanging some words with the officer in charge.

The same woman who climbed out of that scared fighter earlier, now stands in the middle of a artfully arranged conference room. She is wearing a long orange robe.
She bows respectfully before the present Guildmasters of the Gas Miners Guild, who are sitting in an semi-circle on abundantly covered tables. She takes a deep breath, and starts speaking with a dark, yet female voice:
'Konnichwa and good day, honorable Guildmasters. My name is Gwen Sky, and today i've come to you to speak as the ambassador of the Zoners Abolishing Slavery and for Sir Coriko Lameos, who sends his kind regards and apologies for not being able to speak to you himself.'
She pauses a second, looking every of the present Guildmasters in the eyes.
'For a long time now, your organisation has fought against the menacing Outcast threat in the Sigmas and for over a year now we do the same in the Taus and independent worlds. We also are running many humantairan missions, supplying those who are in need with much needed goods like pharmaceuticals, food and specially trained personnel.
We also provide those who have been rescued either by force or bought free with a new home until they are both mentally and physically stable enough to be brought back to their families to continue a normal life.
As we understand your message, the guild seeks salvation for its actions in the Okinawa system through us, the ZAS.'
She takes another deep breath, and only a trained eye could possibly notice that she feels uncomfortable to be pressed into this role, as she feels defitetely better behind the controls of a starship, rather than speaking to such an elected audience.
'We are fully aware that the Kusari nation is at war with Bretonia, and Prisoners of War have been used for labor to pay reparation for the damaged caused by the war since the darkest hours of mankind, and we are fare from opposing that.
However, we have done some research by ourselves and have stirred up some concerning rumors about the condition for your 'employees' in the mining camps on the surface, even some about sexual abuses, which we don't like to see any refugee or liberated slave to live in.
Since all this are just rumors, we are for away from judging you now, but Sir Lameo has voiced his desire to visit your mining facilities, the worker camps and accomodations of the workers himself. If we find anything there that is below our acceptable standards, the ZAS would be willing to provide its aid to improve the conditions there to a point, where we can house the liberated souls without any doubt of their well-being in your facilities.
We are willing to provide the following humanitarian goods and aids for your operations:
- Regular shipments of Pharmaceuticals and consumables
- limitetd numbers of consumer goods
- trained ground personnel consisting of both physicians and psychologists
Once our requirements are met, we are more then willing to provide you with a good portion of the people we liberate with our effords, so that you can continue your operations with a constant flow of fresh workers with doing a good deed at the same time.We also are willing to make a public press release to sanction you Mining operation and, if our requirements are exceeded, even with the trademark of a humanitarian project.
I believe that a coorperation between both our parties could be of great benefit for all involved, the GMG, us and of course those who are in desperate need of our help.
Again, I kindly ask you for permission for us to visit Fujisawa Mining Facility, Isehara Terraforming outpost and of course the surface of Planet Miura. After we have finished our inspections, further agreements can be made'

These facilities do not house people onsite, they are purely work venues. Workers here are mostly refugees with invalid documents, as well as segregated facilities for low-risk prisoners on part-time work programmes. The people actually live in the local free settlements on Miura.
Secondly, and perhaps most problematic for us, are the Medium Security Facilities. Full-time work programmes for low to medium risk persons are carried out here. Whilst the status of a convicted criminal incarcerated in such a facility is known - what is not known is the status of refugees being housed here due to incidents at the Minimum Security Facilities, or in the towns.
I suspect that some of these people are 'falling through the cracks' and may simply be mentally ill, or suffering from post traumatic stress disorder. If abuse is going unreported, this is where it is going to be.
Thirdly, there are out Maximum Security Facilities. Make no mistake these are not picnic venues! There is however a distinction here between a facility secured for hardened criminals, and one for POWs.
As for Penal Facilities, if visitation rights can be arranged with the local wardens, then all well and good. I would not, however, any reports on the mutterings of our most nefarious scum to be given a high priority...
As for our Bretonian 'guests'. Direct access cannot be granted without permission from KNF High Command. Even if this is not granted, the ZAS could still assist.
Most of our PoWs are enlisted men, not Officers. Kusari would probably like to retain the officers for interrogation and security. But without the cohesion and discipline provided by the Officers - many enlisted men might not see themselves as BAF anymore. Rather they would see themselves as civilians, with no hdesire other than to return home.
So when I see an increase in radiation sickness among the enlisted men, along with a commensurate rise in applications for repatriation due to Permanent Incapacity - I begin to suspect it is deliberate sabotage of the personal protective equipment we give as a matter of course.
And frankly, I get the impression that Kusari doesnt care. From their perspective, if a POW cannot be made to serve their war effort, then they can be just as useful as a burden on Bretonia. If Kusari could be persuaded to release more of the lower-ranked officers to us then perhaps order could be restored, and the men could regain some of their warrior spirit - at least enough to prevent further acts of self-harm!
To conclude, perhaps one day we can formalise repatriation, with persons of all status shipped off Miura as Passengers. Until then we have need of your services, such as they are.
If you can find a willing market for Pharmaceuticals or Consumer Goods then by all means you are free to engage in whatever trade or charitable acts you see fit. I am sure that many would appreciate comfort packages, or better yet messages from home.
If you are willing to sponsor a Psychotherapy and Crisis Center on Miura it would be most beneficial in identifying persons at risk BEFORE they wind up in a higher security facility.
Finally, the ZAS could be instrumental in establishing an employee training programme. This could cover ares such as cultural issues, diversity in the workplace, as well as identifying persons deemed 'at risk.
