Terrorist like xeno or blood dragons or phantoms can kill traders without money demand...terrorists are fighting for cause, not for money...so killing a trader is terrorist act and not pirating...terrorist act, with final goal to weaken enemies economy and cut its trade...i have terrorist char and it isn't mindless killer...all of his actions are calculated...IMO no rules should be changed on this matter

Doom, your interpretation is exactly right. But ... Now the rules unfortunately seem to say otherwise.
Not sure when that was changed, or if its been like that for a while now. Rather flies in the face of terrorist

They used to say Terrorists could attack on sight.. I agree with the others it should still be that, not making terrorists make traders pay. Its not different from pirate ID now.

Thats true. With the rule it just makes puts Terrorist in the position of a Pirate. Which is not what it should be.
As for the KoS, I wouldn't say all Terrorist kill right away. I do enjoy Roleplaying first, and firing a few Cruise Disrupters:D
I would much rahter being able to Attack on sight as a terrorist. Demanding money doesn't seam right. AS Doom said, fighting for a cause would mean disrupting the economy of the Target.
Remeber, as a Pirate as well, when you first enter a system you are allwoed to Say. "If we spot you, hand over $$$$ mil or you will die." Then you don't have to wait and type when you spot the trader, you can just start shooting them untill they pay.
Disrupting trade would indicate the terrorist knows either A) where the cargo originated. or B) where it is going. If nothing else, know it isn't going anywhere that could benefit his faction or hauling anything the faction needed. A screen cap of the cargo seems like enough evidence to suggest the RP scenario was considered prior to an unannounced attack.
I've seen this issue come up at least 2 times before.
There are several ideas about what a terrorist is or is not floating around. This probably comes from there being no seasoned real world definition of terrorism. The word we use today is so full of propoganda and spin that we can't even role play it correctly. "One man's terrorist is another's freedom fighter," some would say. Still others would say would do something creative or deceptive like declare war on terrorism, as if that were even possible.
I would suggest allowing terrorists to KOS anyone using an ID of their sworn enemy, found on their infocard. In any other situation I would say some sort of extortion should be involved before shooting (demand money, demand prisoners, take hostages, execute hostages one by one until ransome recieved etc. etc.) For example Prospector the Xeno can shoot Tex the Junker any time he feels like it without having to say a word. However if Prospector wants to take another field trip to Kusari to shoot at the ambassador, he must demand prisoners or whatnot (which he actually did anyways, the Patrick fella he wanted released from prison,) then start shooting.
Allowing any player on a server to shoot without preamble or condition anyone else they see is asking for trouble. This sort of liberty has led to more than one flame out concerning the Phantoms. I'm very happy to see Caylith back in the fold, but she nearly left us and I think it was spawned due in part to this issue. I love the Phantoms, they are a joy to fight and role play with and never abuse their autonomy from what I can see. But other people are using that ID now, and they aren't Phantoms...
