Well lets forget about cloaking entirely then. Lets focus on the power down idea. How about they program in that when you decrease throttle to zero and kill engine you cut power. All systems begin to drain including shields but the minimal radius to read the ship is reduced to a maximum of say 5k or 3k would be best. This gives a miner a chance to head in any direction, drop 'anchor' and power down. Same goes for fleeing traders if they get out of view they can park it and try to hide but if the pirate is close enough he'll have a general idea of where to hunt for his prey.
The only way i can currently conceive this feature being misused is if someone hiding starts taunting whoever is searching. Therefore i propose either programming to reveal you when you send a transmission or strict RP rules against using comm systems while powered down, this is a moment of radio silence.
You could even have a console command a /powerdown if you wanted instead of the 0 throttle engine kill.
If you powered down in the middle of a fight I expect you would get screwed in the posterior posthaste. No power, no guns. And your ship would still be selectable and be able to be fired upon. You would just drop off of sensors for the few brief seconds before you become a rapidly expanding ball of gas.

The problem with the idea is that run silent run deep is a submarine tactic. Unforunately for us, we don't have water blocking our radar sweeps, which is where the run silent run deep thing comes from. Underwater, you have to use sonar, and sonar can only detect so deep, and only if the target is making noise. In space, there's nothing from stopping radar sweeps besides other objects.
What I would love to see happen in game is for planets and other large objects to block radar. Say youre hiding behind a huge asteroid waiting for some poor hapless trader to come along and you essentially ambush him.
