The problem lies with the miners themselves. They don't know who is a pirate and who isn't. So I have these steps in place to help them so that the lawfuls won't have to worry about pirates because they won't have anything to pirate.
1. keep an eye on your scanner, remember that they have 14k to travel before they are next to you, they can't catch you if you pick them up at 14k away and get into cruise.
2. Always treat someone neutral to you coming into the field as hostile, move away.
3. Names tend to give people away as well, one worded names of names that promote violence tend to be pirates.
4. Learn ship recognition, if they ain't in a mining vessel, then they are a pirate, what other reason would they travel all the way to an asteroid field for?
5. Work out an escape plan if all of these things fail you or you fail them, Take not of the nearest base and the easiest way to get to it. Sometimes it's easier to get to the next closest base so that you confuse the pirate of your intended destination.
6. Always suspect someone is a pirate until proven otherwise

You hit the nail right on the head. And because of this,several faction's have given up, and left,and same with alot of good RP player's. RP is the reason i came here to begin with. Lot's of PVP server's around, with a crapload of ship's, but only 1 RP server.
Then again, in order to get money for bounties you need to powertrade/powermine. Powermining/powertrading makes more profit for pirates, therefore more pirates.
Discovery works in endless circles.
Bounties is broken, I'm afraid. Namechange cards, easy rep resets, makes it impossible to track someone.
And as for lawfuls, most of my pirating adventures has ended with lolcaps and crazy numbers of backups :/

I find law enforcement fun, especialy when ive got a good RP going.
And as for bounties. Yeah, they are ruined. The amount of players on the server may also contribute to this, them being so many and always on in differant timezones ect.

Ha. EVE. Right. The game where you get your entire cargo pirated by pirates the second you leave a protected zone.
Move up to Tau-37 and mine up near Falkland, or Tau-23. The ESS (Outcasts) will come down there to pirate every once and a while, but the price is reasonable considering how much you make from the ore when running it to New Berlin. Just hire a few transports to run your ore, and boom. Done.
So many things said, I just can't leave without dropping my 2cents here. And what if I can actualy answer some of those questions. For the note - I never ever sold a rock what I personaly shot.

All right, yesterday NY was empty, but usualy It's the gank-ground of many lawfuls, so when they leave, pirates rejoice. But just listen to the wiser. Like Bear, he knows how to make an income. And never forget. You only need a single (not nececery lawful) trained pilot to grant you a 100% chance of selling your ore. What's more, that single pilot can grant that to almost any number of transports at the same time. Dont belive me? Belive Dusty. Read what he wrote about escorting. Dont belive him? PM me out there one time, and I'll show you. (assuming that you arent working for Ageira, IC, DSE - in what cases I'll wish you good luck) Train you escorts. Also note that the label 'escort' is misleading. Hire a 'scout'.

Someone was realy cruel suggesting to the said new palyer to get his income on the job what holds the highest risks. I'm grateful to him however. Those who extort hate the experienced miners as if all would like those, there would be no ore piracy. And lot of us would regret that not because the money, but for the fun it means.
And if anyone needs a reason of playing here just tell him that 'Hey people do roleplaying here. In a videogame, can you imagine that?'

Why didn't you? Lots of decent pirates would be grateful for you if you'd report him. Maybe he just didnt know its wrong? Or if you are not that cruel (hey, I can understand) than you just have to imagine that after that landing, he got arrested and now he's waiting for his trial. The real problem are lawfull NPCs: they are too weak. I mean... how reasonable is it that corsarirs ships are camped in front of Fort Bush? This happens just because no lawfull NPC is able to to damage them.
On the RP side there are two big problems
1) In many cases these pirates do not even wear a corsair flag (they look white on my hud) and this allow them to avoid attacks from lawfull NPCs.
2) They don't RP.
Anyway the best solution would be using a capship to trade; I don't like this option cause I think it is the death of good RP but if no alternative is left to the players, what shall we do?

the solutiom is to hire escorts, or use other routes. using a cap to trade wont help. in that case, all current VHF pirates would switch to bombers and pwn on. escorts, damnit! - roleplaying solution, works both ways
edit: but yes i agree lawfuls are weak compared to pirates, but that may be a result of most of the liberty ones being lolwuts.
