Um... People do realize, of course, that none of this would work? If its for kicks, its not addictive. If its not addictive, it wont feed an addiction to 'defect' Outcasts. If its not addictive, the Outcasts still have a business for their current 100 year old clients.
If it IS addictive (which can happen to any substance giving dopamine release), then its going to be illegal anyways. Sure, in theory you could make something that is identical to cardamine when it attaches to the receptors in the neuron, but then it would be fairly pointless for commercial use besides just keeping cardamine addicts alive. In effect, it would be Tretonin to a symbiote.
In short, if I'm hooked on heroin, clicking my heels and shooting up powdered sugar wont do anything.
If I remember vanilla lore right, Cryer was trying to make substitute without the DNA altering affects, making an 'all good' Cardimine drug that no longer alters or slowly forces people to align with the Outcasts.
I would think the Outcasts would BRUTALLY stop any and all attempts to research or even produce such a thing.

a) Why is Cryer necessarily producing a "cure" for cardamine? There's no money in that! If I was Cryer, I'd be trying to make a safer "alternative" to cardi with all the same effects and none of the mutating-your-DNA bits. Then I'd market it legally - for cheaper than the street price of cardamine - and the government will be happy collecting the tax on it. Kill two birds with one stone: weaken the Outcast grip on the drug market and...profit! Kinda sorta like the tobacco and alcohol industries...

You are certainly correct. It's why the Outcasts badly want to obliterate Cryer.
They've been trying to synthesize cardamine for decades before the Nomad War, possibly even centuries (I don't know my Cryer timeline offhand). A few years doesn't require progress in something so difficult and something that's been being worked on for so long.
Also, as said before, this isn't like making something to pull people off a crack addiction... you'd either need to create just straight cardamine to keep people alive on and hedge the Outcasts out of their own market (there must be some people who only take cardamine now because they'll die otherwise- or at least people who wouldn't mind staying on it legally), create something to repair the genetic alterations (not bloody likely unless Cryer has a Daam K'Vosh on their research team), or create something to maintain the requirements of the body while removing the other side-effects (also not bloody likely). Their best shot is making a literal copy of cardamine, but even that isn't as easy as splicing things onto corn... cardamine was not made as some little lab experiment in a garage, it was designed by the Daam K'Vosh to turn the Nomads into super-intelligent juggernauts. That it has beneficial side-effects on humans is purely coincidental.
It's not really an easy thing that they have ahead of them, and it sounds like they ARE working with it.
They just are broadcasting their secret research files that are, ya know, secret.
The Nomads aren't telling everyone their secret plans either. By your logic we should remove them too.
Given certain related story arcs involving the Nomads, cardamine (especially the liquid variant), and the Outcasts, there may be cause for Cryer to make a breakthrough in the near future. But not yet. Be patient.
frankly resolving the plot line one way or the other would be terrible for either cryer, the outcasts, or both. it's just like the lwb afa and synth and blah blah that was already mentioned: these conflicts are integral to the factions. I've been portraying it as cryer's main goal in what little i've done with the faction, but under the assumption/desire for it to never actually come to pass. freelancer is a game right on the cusp of about 40 big events, and dragging it out through decades of additional years puts strain on it, but it's either leave it all weirdly in the balance or just ruin it.
