If you say so. From personal experience and rational reasoning, when you're flying on impulse alone, you are already dead. All it takes is an enemy of any strength and almost any skillset to down you without breaking a sweat.
Those who got their thrusters popped off back in the day of sensitive components know what I'm talking about.

Hey, I posted about this idea maybe a year ago. From a technical perspective it is workable and provides some interesting balance ideas. It probably has lots of downsides.
One possible approach:
- No fuel = no cruise or thruster (create some psuedo-technical rubbish to justify this)
- Alternatively no fuel = no jump (and you'd have to call for help if you run out).
- Warships uses lots of fuel, transports use much less
- Big ships use more, small ships less.
Fleets would need to protect their fuel tankers. People could refuel ships. Plutonium and H3 and Oil (in fusion oil reactors!) could be used as the commodity.
