Indeed it is pretty useless ship.
Too small to face a BS, too big/slow to face bombers. If it would have at least a truster it would be useful against other cruisers

What he plans to do with the LABC is up to him. As long as he has the matching ID/IFF/equipment to go with it. He is still open to sanction if he behaves in a certain manner with his LABC though.
