Mixxy is right. Plus, Cruisers, gunboats, and Battleships? Gunboats MAYBE for extremely risky runs to save people in dangerous space, but the Neutral ID isn't really suited to it.

The name could be changed, but it mostly fits what you're thinking of.

Pilot carrying this ID is a Medical Doctor, who:
* Can be attached to any NPC faction or faction, though his actions are dictated by his ID rather than affiliation.
* Must have an IFF. (A doctor can not operate completely independently.)
* Can trade and escort traders
* Can only transport pilots to their faction's base, faction's operatives, or lawful prison facility. Factions may still lawfully request their pilots from you.
* Can only trade in Water, Food Rations, Synth Paste, Oxygen, Consumer Goods, Scientists, Pharmaceuticals, Human Organs, Refugees, VIPs, or Pilots.
* Can demand that Pilots or Slaves that are on any ship they should not be (Slavers, Police on Rogue ships, etcetera) be jettisoned, and in the event the items are not jettisoned, hinder the ship without using lethal force until other ships arrive to enforce the jettisoning of the cargo.
* Can ally with anyone against Slavers
* Cannot fulfill bounty contracts
* Cannot pirate
* Cannot participate in any unlawful actions
* Cannot use any transport with more than 4,300 cargo
The Doctor ID does not make you immune to piracy or being fined by lawfuls; pirates and lawfuls may choose at their discretion whether to exempt you.
