I sure hope so, I've used it multiple times with a good-quality anti-virus and it never said anything was wrong with the UserBar Generator, I've always assumed it was just freeware someone wanted to make available, though I guess, (like with all things one may download), there's a non-zero chance it's really a virus that still is able to function as advertised...
Im not just scare mongering- I just spent a good hour removing it from my PC- and it was embedded in the UserBar Gen folder.
Maybe it just got me - but I 100% assure you- I got that trojian from that link.
As I said, I haven't had any problems with it, but I've reformatted since downloading it and hadn't yet re-installed it (due to an unrelated issue with my operating system), so it may in fact be a virus, I've removed the link just in case, and am sure there must be another userbar generator out there, so it shouldn't be that hard to Google one up, (which is what I did back when I first found it.)
For those that installed it and feel worried about the possibility of a virus and don't have an anti-viral program, ThreatFire and/or AVG Free, are both good tools that are known to work rather well should you wish to check for yourself. (Though why you're on the Internet and downloading executable files without some sort of anti-virus program is a bit baffling.)
