I dont think construction of these would be a priority in a time of civil war. Oh, also, wine grapes are notoriously temperamental, not easy to grow properly.

EDIT: Wine is a luxury, something that the Council can't afford.

Well, I think some members good, the higher ups at least. Being not available on a Council world is fine, but I would think one of the unlawful groups would be trying to make money by smuggling it, junkers or brigands most likely. Junkers players can smuggle it in fact.

It's in Vanilla lore that alcohol is extremely scarce in Sirius.

Scarce doesn't mean there is no place that produces it. Scarce means scarce. Your point is moot. Please, try again.

Also, as Sov/Dancing has said, Council bases don't have luxury items, for the reason they stated.
