TBH I love pirating in Rheinland as a Corsair. Junker bases are literally your only safe haven. After that it's system after system of things that want to kill you.

Actually piracy as a Corsair is pretty much hard core mode in my book. But maybe I'm just patting myself on the back XD

IRP you don't have chances to survive while docking in Rheinland by your Corsair. Junker bases don't have NFZ - you'll just enter bar and face 295705124 red hessian guns aimed to your head.
Corsairs may pirate in those Rheinland systems: Stuttgart, Frankfurt, Omega-15, Omega-11, Dresden. Nothing else, actually. (Technically you can, but that won't make much sense)
And yes, I consider Omega-11 Rheinland system, because Rheinland lawfuls and unlawfuls live there. As for Omega-15, space around battleship is House space, as I remember.

Kreuzberg, on the other hand, I would not suggest landing on as a Corsair.
Dude, 4.84 the height of RP was for nightly pirate cap swarms to camp pretty much all stations in NY and kill any lawfuls that happen to log as soon as its not dock raping (or sooner.)
Hell, Ive seen ( and did it once myself) admins mocked into logging off (in open system comms) over how bad it was/how little they did.
I kinda doubt that hessians would live long enough to dock on a junker base after a corsair, get in the station, find the bastard and rip his skull off since yanno...
there are armed guards inside the station called security and whatnot.
I really do hope you don't consider inside of a junker base to be like mad max, since yanno... Organized crime has that "organized" part in as well
Apart from the Junkers, there is no faction in Rheinland that would not ally with any other faction in Rheinland to kill your corsair. Believe me, its insane. First you brawl with RM, then come the unlawfuls and just when you thought that you could catch some breath, they will open fire on you, too (I found my self in that spot a couple of times >.<).
As Elven said, landing on Kreuzberg is a bit of a dodgy RP since its swarmed with unlawfuls who _all_ want to kill you. In Yanagi you have the GMG and the Bundschuh who won't like you that much either. However, I don't think anyone would complain if you dock at the junkers anyway. Its something you have to decide your self, really.
For Junkers and corporate bases, my guiding principle has always been if I'm providing something useful that they need and may not be able to get easily otherwise (or in enough quantities), it's a good thing. Outlying mining bases can always use more mining machinery, or the Bretonians can always use more engine imports. That sort of thing.
