yep. make a new faction? must come under the disco rules and guidelines. it may be a bit harsh, but we have been seeing loads of new factions coming up, but not doing what disco requires of them.

If you want to do well with people you don't know, don't insult them. It's a good way to make people biased against you and yours for as long as you know them.
Your forums are admittedly very thin on Role Play, which is a strongly emphasized element here. So it might be best to work out some good background on your faction. If not you may have a hard time integrating with the other factions on the server. Namely the NovaPG. You may call yourself Blood Dragon but unless you have some solid Role Play good luck getting near Kyoto. The NovaPG are more Xenophobic then the Xeno's and shoot anybody who enters Chugoku.
Hmm...I'm new to this Server, I have come From another server that is not a role play one, My English sux because i'm dyslexic and English is hard.

many of us here are biased against all new factions.
we dislike the new factions, and the unoficial tags, and the confusing nonsensical RP.
We try very hard to uphold our RP. to explain what is going on in discovery, and understand where it is coming from.
so.
even if you are going to be unofficial, Please, please, get your RP in order.
oh, I also don't see the requirements fulfilled.

I appreciate your interest in becoming a contributing member of the discovery community. I am glad that you desire to be creative, inventive, and involved.
I ask you to consider these points:
I also recently joined Discovery and I also have a lot of what I think are creative ideas. I have not expressed any of those ideas, however, because I am new here and I expect anyone reading them to just think, "Who does this newbie think he is, anyway."
Instead of jumping right into starting a faction, or taking a RP storyline off in a new direction, my first priority is learning how other players are doing things.
There is a lot to learn about Discovery, and starting a faction right away is a big distraction from learning those things.
Since there is already a Blood Dragon Clan here at Discovery, I suggest that you and your friends get tagged as Blood Dragons and do what you can to join NovaPowerGen. After you all have been active there for a month or so, if you still find that you just are not happy without another Blood Dragon clan of your own, then roleplay an internal Blood Dragon power struggle and civil war. That way you can split the movement and the result of the conflict determines who keeps Kyoto Base as a home.
In other words, prove yourselves to the Discovery Community that you can play by the rules, bring creativity to Sirius, and then you will be taken seriously by everyone.
Finally, ask a lot of questions to the right people. If you check my posts since I have been here, you will see that they are virtually all focused on learning things that I do not yet know or understand, and few, if any, focus on expressing my own opinion. I know I need to learn, before I can have an informed opinion on anything in Discovery.
If you take the approach that I have outlined here, you will find this community to be warm, positive, accepting, and helpful. If you take another approach, you may find things to be very unwelcome. Don't fight it, even though you have experience on other servers and Freelancer in general, put yourself in the position of a student and you will earn the respect of the other members here.
Think about it this way: what if you and the others in your neighborhood had a sports game that you regularly played together a certain way. How would you feel if some new person showed up one day and tried to start something else without trying out what all of you already were doing? Learn the Discovery Game the way it is played already, then when you have earned some respect, introduce your own ideas.
