I have more realistic goals than "straightening up the community" and "rewriting the chat system".
I'd completely revisit "civilian" technology. More diverse, more capable (guns; ships are fine mechanically), more variety, more accepted - even seen on some NPCs.
I like diversity.

Bad idea. Some are pretty damn long. Better to have it as a new tab on the cargo scan.
I would remove the Minirazor, and bring back the old torpedo system, with normal speed not the current one, the launch is delayed and makes it completely useless. Also add an emp torpedo into game to replace the inferno.
Players who use a weapon with a high damage per second should have a chance to kill or at least damage themselfs with it, like with the current missles/mines. If you get a cd in the face....Boom!
Also decrease the cruise distruptor's explosion range. Could keep the cd+mine trick but it would be a lot harder.
Align the trade lanes that face one another. This is really just a minor change, but it would be so much nicer for traders. If two trade lanes meet at a base, and I come out of the top lane of one trade lane, then I shouldn't have to enter the facing trade lane in the bottom lane.
I don't know how hard this would be to implement, but I imagine that it could be easily done.
I would reduce the strength of Universal Armor Upgrades. Probably to 1.2, 1.4 and 1.5 multiplier at most.
I also like Poltergeists idea for the torpedo system.
