Honestly.....a vessel like you propose is quite possible. however, as a player ship, it will honestly be too large to serve a practical purpose. Finish the design however. It can always be turned into a dockable base and used as flavor in future systems.

well it could turn into another stationary base like battleships stationed above planets, but what's the fun in that? Perhaps have this kind of ship move from system to system? Maybe not jumpholes and gates, but just normally fly around giving assistance to fellow pilots, althought that could stir up some problems.
It can't spawn NPC ships, it can't act as a mobile base/spawn point for player ships, and it can't repair player ships (beyond having a ton of bots/bats). It's a good idea, but pretty much purely for RP, not useful otherwise.
I suggest making it small enough to go through trade lanes... Maybe make it's drydock big enough to hold ships up to gunboat size, maybe some traders/small cruisers, but not any larger.
I could see it being used by a pirate faction, along with some good RP (to explain getting the designs and whatnot), to explain their possession of certain smallish ships that they otherwise couldn't get due to in-RP docking restrictions.

Thats possible.....but much like a 'construction' ship, as drake said its for RP. There some ships that should not even be player flyable. Such as the Heavy Lifter. Not a practical trade ship, but it is great for effect seeing the NPC's zip around in it.
Such a vital vessel that would provide gaining the upperhand in large battles, should have a downfall somewhere. Large size and slow you say, I say make it large enough not to go through tradelanes and jumpgates but only jumpholes so it would need escorts nearby to protect from attacks and the vessel would be forced to use wisely. Dont forget that, such a vessel would provide docking bay to people in systems even if they dont have a base either in that system or nearby the surrounding sectors and this would effect the balance of battles.
You could not make it dockable for the same reason the player battleships can't be docked on if I am not mistaken.
The only thing you could do is have the shield of the ship cover the whole area where the friendly vessel would be sitting and that would provide it protection to regenerate its own shield when the mini ship yard thing is taking the damage.

Uh...this may sound stupid....but why have a full drydock? If there really is difficulty in getting it to fit through tradelanes...cut the drydock in half so its like a bowl. Ships could sit in it while being repaired, without being totally surrounded.
Also....is a repair gun possible? Ie. A gun that does negative damage to hulls and shields..could actually make this repair ship repair things.
