Just to clear up a few things here (because daumann licensing is not the discussion at hand)

We don't tax our indies, actually we protect them sometimes. And we dont ask daumann indies for any sort of license or tax.
Also mining licenses are to keep people away, not offer them a comfortable package. This means miner IDed, IMG IDed, and libertonians who we can shoot in sight anyway. So yes licenses are meant to be overpriced.

There is also heavy Hessian presence however I doubt the Hessians can make any lawful claims on the system.

Lawful, no. But militarily: They have a base in the system, and the jumphole to their guard system is very close to one of the high-yield mining zones. The Rotfront has been making a killing off of that field I believe, using Hessian heges.

In order to examine if DHC owns Omega-11, we should firstly check how is Rheinland economy.

For example, in Liberty and Bretonia there isn't any corporation which owns a system because of their economic system.

In Kusari, Kishiro and GMG are extremely large corporations which make them able to influence the Kusarian government and also have the means to own a system.
(despite GMG's independency)


In Rheinland, Daumann is also a very large corporation and even though it influences Rheinland government very much, I believe that Rheinland's centered and concentrated economic system make Omega-11 and Omega-7 pretty much as sovereign systems under the government's control. That doesn't deny the huge influence that Kruger and Daumann have in both systems.


Edit: And this is also reflected in their IDs, as they can hunt IMG vessels there...

True. But wether that's a very good idea is another matter. The last time we had corporations pirating corporations going on in the Omegas, the offending players had to be booted out of IMG. It was considered a gameplay issue to launch from a base in the same system where you're pirating in as I recall (IMG indy group launching direct attacks from Freistadt, sometimes with Hessian support. They are now the Rotfront [RF], still having kept their ships).
Mining corporations simply do not lend themselves well to becoming pirates themselves.

Omega-11 as the Daumann guard system?
It's a contested system with many factions involved in it.
Highly improbable that Daumann would ever really want to expend the energy required to expel the unwanted elements in the system.

Look at Omega-15 before 11.
15 is pretty much ignored but has a Military presence already.

Just as OP, I would like to clarify:

This thread is not about the DHC getting their own (guard) system or to argue if the space is iRP contested territory or not.

This is about Rheinland's official recognition of Omega-11; if it's state owned or privately-owned.

No, Rheinland will not give DHC an entire system out of the blue, that is why I need to know if the system has already been theirs or not (hence the admin opinion being desired).

That will not change their taxing practices though and this thread is not meant to do that, it's simply an in-RP practice.
