Lane Hackers were former employees of Ageira who worked on the trade lanes and such. They have their knowledge from the source, other pirate groups don't have the skills (programming, hacking etc.) or the equipment (specialized computers as stated in the Lane Hacker Gunship).
I wouldn't mind if they have access to a smaller version of the TLAGSNET command (maybe just lanes, no jumpgates and no specialized info about the ships cargo) which only works in Liberty (to counter any abusive behaviour in other house space).
Police were given TLAGSNET for both in-RP and OORP reasons.
in-RP, this is the sort of thing they should have access to.
OORP, police factions had pretty much zero activity because there was no reason to be police--Navy could do everything that police could do, and more.
You've given the in-RP reason why Lane Hackers should have this. There would need to be some kind of an ooRP reason as well, and it would have to be a pretty darn good one--Cannon has already said that no other factions will be getting TLAGSNET.

I just wanted to state why only the Hackers would get this command, and no other pirate group, if ever;)
We can give Lane Hacker's access to TLAGSNET *if* we remove their ability to engage in piracy. That is also reflected in the vanilla lore:

That's the only way it wouldn't be abused, give them /net but take away the ability to pirate, and they will have to actually "sell" it for it to be worthwhile. And its supported by vanilla lore too.
Might also cut down on the people wanting to play "rogue cop" for the sole purpose of getting access to /net command
could give them something else, like Sirius-wide ZOI, and the ability to attack lawfuls
give /net for the local system only, limit them to surveillance craft (no transports), prohibit any participation in piracy, and they would be great assets for unlawfuls but balanced by their weaknesses. pirates would want them in their group even if they could not engage in piracy directly, smugglers would want them in their group but limited cargo would make them less unusable for direct smuggling, etc. keeping the ability to attack unlawfuls would provide PVP, and being able to do it sirius-wide would open a lot of RP options
Just limit TLAGSnet for hackers to gates informations only in independent systems bordering Liberty. Cortez, Magellan, Galileo...

How about a "target" command that makes all npcs of the same faction as the player ID (or all lawful factions of that house for military/police) attack the targeted player.
With a message displayed of course e.g. A "LNS|Big.Man has targeted ManicMugger" console message.
So players cant abuse it by anonomously making npcs target/lock out other players when it wouldnt be rp to do so.

And /blockid for bases, for example /blockid zoner
the ability to lock bases in certian guard systems was recently discussed in faction leader chat. it exspanded to other areas like base lockdown and such.
All this and more would require hand in hand exsploration and feesability witht he folks doing the coding. .... that is when cannon picks em.
How bout an advert system whereby you can pay to have a message displayed across various comm spectrums of your choice.. Eg: Id and iff, far away system, lawful, unlawful. Maybe a cool down to stop spam abuse or perhaps it could be a commodity that you purchase and becomes used in the process making becoming an advertiser possible? Just something to help communicate while in game with the people you want to but cant, everything would be great if we all had faction tags lol.
