Players who behave in such a manner don't respect the spirit of the server to begin with, and will be a problem in any situation.
Such is the world of online gaming....
For those of us who play the game to get something more out of it than a blue message, I don't think this would necessarily apply.
If I knew everyone would pay automatically, I would delete ceridwen and go find a new game to play to be honest....
It could be that piracy would die off for the veteran players....I know I would find it far less entertaining if I was guaranteed payment.
I always pay pirates, unless I'm afk, I have no cargo or they charge ridiculously ridiculous amounts (which hasn't happened yet, I've paid 60 million before though, but I am in a barge)
It seems however that it does get slightly worse. The same pirates seem to keep coming back over and over (not directed at one person, I've had about 4 pirates that I meet over and over again, in excess of 4 times within a week).
Switching traderoutes regularly seems to curb the problem a bit though. I would love to see more lawful action about. I try to play my indie lawfuls when I can to help out... but it doesn't seem to work out a lot.
One thing I still fail to understand: Why don't people pay pirates? I'd pay up to 3-5 million in a 5k transport if demanded, often in a barge you have to pay what you get back in profit, and it's better if this happens than if you die - which you will. It's part of trading - you win some, you lose some.
Dunnu, I usually force people to do stuff rather then pay (given that I not do "toilet papet pirate RP"), now I force them to drop half of their cargo and shot it themselves, or sometimes even more then half, the important part is that THEY shot the cargo, some people said they won't waste their time shotting it and simply tried to continue on, so I killed them. The weird thing is that usually people do drop what I say, but refuse to shot it themselves...
Why pay them if you think you will make the next base?
PvP can be had in not just a bomber/fighter.
If you get your transport to the station and dock it before he kills you having wasted several of his bots/bats in the process, who won?
The transport did what he was supposed to. He lived.
In the above example, he got a bonus. He kept his cash/cargo.
Whats more, both parties got to pew pew and come away smiling.
What if he doesn't make it but was close?
Well, he tried and failed but he ran so he must have thought it was worth it.
If he thought it was worth it, he knew the risks and so if he loses, he doesn't mind so much. Both parties get the pew pew and the pirate gets a % of the cargo.
He pays up.
Well, it went the way of the pirate and was over without pain (generally). Some satisfaction, especially when RP'd right. More for the pirate but also for the trader. He pays and gets the cargo home (assuming the demand was not ridiculous).
He says "No, kill me".

A long time ago, that was me. The shame of it. Suffice to say, I learnt my lesson.
It's far more fun with some verbal interaction than it is without it and the possibility of violence always concentrates the attention. The little inconvenience that maybe my death is as nothing to the fun of it.
If you think you can get away with it, try it.
If you don't think you can, please play the game. Die with grace or pay the nice man.
Pirates would propably increase their taxes until the traders stop paying or do it more frequently at least. Or both.

Worse, for i like to blow stuff up. Unless i'm flying a PT and pirate for cargo, in which case i still like to blow stuff up but if the cargo gets out of transport before i blow it up it's alright too.
Oh and to be honest, i never pay.
Because i don't get caught or fly in packs which obliterate gunboats. Oh and trade lanes are for pussies.
