Nice to see, that newcomers do ask and inform theirselfs first, before they actually go ingame.

To your question: Each factions/ID's do have a "zone of influence", where they're supposed to be. As Liberty Rogue, you should ofcourse try to stay withing Liberty. A no-go for example would be, if you're doing piracy, outside of Liberty, as Rogue. On the other hand, you could go for a smuggling run nearly everywhere. Only thing you should be aware, are so-called "guard systems". Better don't enter those, except for your own. (Cassini in that case.)

With the LSF ID you're kind of an agent, who works for Liberty. Their main zone of influence is still in/near Liberty, but you can still do some "secret missions" outside of Liberty.

In the end, you should know, which enemies and allies they have. So there won't be no problems.
