To answer another section of the OP, yes, the Xeno ID was changed to a de facto terrorist ID shortly after 4.86 was released. It was stated at the time that this change would be watched carefully, and any seeming abuse of this privilege (given to offset a fairly low player count, basic civilian tech, a plethora of plentiful enemies, and also to bring Xeno gameplay more in line with their roleplay) would result in a tightening of the provisions.
At the time, some concerned members voiced opposition to the change, citing the very multiplicitious ways in which such could become far too powerful and/or affect server player balance (and alongside of them ran a great horde of panicked members crying falling sky); it would seem that such has not happened.

I think the answer's been given here. What the Xenos did in this encounter was okay by the rules. If you still have doubts about this, you can submit a rule violation report.
I'll go ahead and close this before I have to come in here and clean it again.
