Yeah.. I usually scan him, then say; #,### units of [blank] is a # million credit tax. (Example; 5,000 units of Diamonds is a 3 million credit tax.)
If people don't halt like I say after I CD them, I just type; 3 million tax. Since I'm not allowed to kill him until I say that.. I wish I was allowed to just kill someone after saying halt and they refuse.. >.<
If there are two of us pirates, or the trader isn't very good at dodging CDs, I still do line #1.
Umm, think mugging? And you can't really haul that much cargo in a fighter...
Also, most "Halt!" is done because of time concerns, usually because the person in question drops out of the trade lane, hits cruise, and is already at the mooring fixture before you can type "Cut your engines."
If I have time, I try to go for more words rather than less, but realize feasibility.
For piracy, however, you can ask for a "Donation" rather easily as you have looser time constraints. You can even have it typed up just waiting for someone to fall out of the lane you just hacked. I do it all the time, its a lot easier than police work often is. Well okay, Manhattan is an exception, but that's because of the Cruisers...
"Please sir, will you donate a smidgen of cash to me? My family is starving, and the Corsairs have stopped up the routes to bring in food."
Alternatively: "Hey! You! Cut your engines or I'll blast them off. I need money for my kids."

Odin packs are very effective. Lugers pull shields apart like crazy, I tell you.
And if Xoria can pirate in a starflier, do you really need that Gunboat? A VHF/Bomber is understandable if you aren't *that* godlike, but still, Gunboat is overkill.
I'll admit, even i'm guilty of pirating in a gunboat (bloodsail flew a rogue gunboat) - but I never used the 'X credits or die', or even anything close. When I did resort to pirating, i'd either ask for rum (because pirates run on rum!) or for a small amount (100-300 units) of cargo from the trader.
It seems to me that 90% of the pirates out there now are flying gunboats, because they cant pirate in anything bigger, and are simply using it as a way of either pvp whoring traders or making money without effort.
On a side note, I did not pay the idiot AFA that tried to pirate me, I gave him a good 10 minute run around of kyushu before dying, and only ended up losing about 1.5 million credits worth of ammo and cargo, and a few system jumps worth of time, by dying.
