So - can I go on a diplomatic mission to visit my allies? Why, a LH gunboat could even be placed on assignment with BD's or GC's in Hokkaido could they not?

But allies never-the-less. I neurologged an ancient history lesson about idealogically different nations Red Russians teaming up with Democratic countries as allies... sharing resources, expertise and fighting side by side. Strengths and weaknesses balanced out. Lessons to learn no doubt.

See, you're a LANE hacker, you hack lanes, that's what your character and faction are centered around - the technical expertise to infiltrate the trade lane network.
There are no trade lanes in hokkaido, and thus nothing to hack... which makes it kind of pointless for you to be there.
Now, if you said "kusari space" I can see that happening. Just say you're in that area of sirius in order to assist the GC/Dragons with your technical expertise. Both factions are based on pirating to fund their respective causes, and the aid of a hacker who can identify and track the most valuable shipments would be incredibly helpful to them.
The Lane Hackers have a base in Kepler, if I'm not mistaken, and I think you can take missions against them in Shikoku. They can operate in limited fashion in Kusari, but the Hogosha and their allies are VERY efficient at keeping gaijin from wanting to setup shop there. Notice the complete lack of Blood Dragon and GC bases in Kusari, save for a solitary depot in a desolate gas cloud in a desolate, barely populated system that can hardly be considered Kusari proper.

Chugoku is not part of Kusari, much to Samura's chagrin. As it stands, the KNF don't even know anything about it, all patrols that find the jumphole are destroyed before they can report, due in no small part to the comm interference of the clouds.
