Sorry then, I've misunderstood you. About Sovereign's, that's actually an excellent idea!
Bounty Hunter NPCs asking the KNF NPCs to drop their commanders/admirals and stuff. Then you have the base shooting all Kusari ships... Personally, I think this could be solved by making BHG not demand to drop contraband: why should they? They're paid for bounties, not to do general policing. Even if they were paid to take up a defensive role for lack of lawfuls, this shouldn't include contraband hunting.

Also, I'm of the opinion that NPCs are well within RP at all times not to need an ID to say who they are. If we all could be trusted to do the same, we wouldn't need them also.

You CAN make items undroppable, too, exhibit A is the Das Wilde lasers. 4k damage x 4.0 refire =:shok:and not for players...

To my knowledge, it does not ever happen that those objects are mounted. Some ships spawn in with unmounted, and thus droppable, weaponry. If you look at the nomads and wilde that drop blasters and cannons, you realize that the NPC guns are very different from the PC guns.
Things in the hold drop, after taking some level of damage, and things mounted do not.
